Info commissioner finally rules on complaint - 10 years later

Legal expert Amir Attaran asked under access-to-information for documents related to human-rights abuses. He was denied the material, and complained to Canada's information ombudsperson. Attaran was told last week his complaint was valid - but the ruling took 10 years to arrive. He says the material is so dated now, it's useless.
