Tory questions using notwithstanding clause on Toronto council issue

Toronto Mayor John Tory questioned Premier Doug Ford’s decision to use the notwithstanding clause on Monday, asking why Ford decided to use it, for the first time in Ontario, on cutting Toronto city council.
