Trudeau says government disappointed in Ford using notwithstanding clause

Prime Minister Justin Trudeau said Tuesday the government was disappointed in Ontario Premier Doug Ford using the notwithstanding clause to overrule the Charter, but said he would not be weighing in on the size of Toronto city council.
