Transport Canada suspected financial mismanagement at its Montreal ICAO office and ordered an audit in 2017. The results are in, and - as feared - the office was found to be a shambles, with poor accounting for silverware, alcohol and travel expenses, among other problems. A new boss has been hired to restore order.
