Why does Canada's foreign aid policy keep stumbling?

The killing of civilians has cast a pall over the government of Abiy Ahmed, the world's biggest recipient of Canadian aid. So far this century, Canada has already backed two countries as its top aid recipients — Haiti and Afghanistan — that are now seen as aid failures.
