Insurance Corporation of B.C. changes policy after outcry over repair bill sent to injured cyclist

ICBC is making changes to how cyclists and pedestrians are billed for damage to vehicles in collisions where they have some responsibility. The changes come after cyclist Ben Bolliger went public when he received a $3,700 bill after being hit by a car.
