This couple went from facing street violence in Thunder Bay, Ont., to getting housed and working in a year

Facing violence on the streets in Thunder Bay, Ont., Shannon Moonias and James Carter received support from a community agency to move into transitional housing and then a place of their own in just one year. A University of Ottawa researcher says there are about 80 to 100 housing-first programs across Canada, "and we clearly need a lot more."
