With homelessness surging, N.L. Housing minister says province 'should have been more prepared'

Records obtained by CBC News show Newfoundland and Labrador Housing stopped point-in-time shelter counts after the COVID-19 pandemic began. By the time they resumed, numbers had more than doubled.
